If the error persist with the ITVDesk run, that means the PC is missing Media Feature Pack. Please install it and run ITVDesk ONVIF IP Camera.

Settings > Apps > Apps and Features > Optional Features > Add a Feature and find the Media Feature Pack in the list of available Optional Features.
